Windows 8 users have been receiving this error message after updating to Windows 8.1. It appears Microsoft did a sloppy job at making sure their update to Windows 8 was as clean and precise as it should have been.

The Fix

Hit Control+Alt+Delete, then select Task Manager. Select your startup tab and disable Logitech Download Assistant. Restart your computer and the RunTime DLL error should be gone.
